This study was conducted at Temeke Municipal council. The study aimed at exploring factors that undermined the performance of Property tax at Temeke Municipal Council. Specific objectives were to determine the effectiveness of these strategies and identify challenges in their implementation. The study design used was a case study. The sample of 66 participants was selected for the study by both probability and non probability sampling techniques. Data were analyzed quantitatively and qualitatively.
Findings indicated that the council has improved its capacity in collecting tax greatly in terms of improved technology in tax management; network of its employee for distributing demand notes; skill and experience in general management of tax. But, inadequate communication between the council and TRA acts as a stumbling block in the performance of the tax.
Moreover, findings indicated that TRA did not involve the council in major decisions that affect the performance of the tax. Low involvement results into capacity building on part of the council utopia. Degree of involvement has other negative impacts to the council. The most important one is loss of revenue the council urgently needs to finance service delivery and development in Temeke.
The council believes that it is now ideal time for TRA to hand over the full management of property tax to the council. There are many justifications behind this request. The most important ones are; the council has already developed the capacity and elapse of time that TRA was supposed to build capacity for the council (it has expired since June 30, 2013). |
