dc.description The main objective of the study was to examine factors hindering employee motivation in the education sector in Tanzania by focusing on Kinondoni Municipal Council (KMC) as a case study. Specifically, the study aimed on determining types of employee motivation offered by KMC, effects of employee motivation on performance of KMC and determining factors which hinder employee motivation at KMC. The findings of the study are also beneficial to policy makers at the District Education Department who are responsible for planning the salaries and other benefits of teachers in government secondary schools by helping them to become aware of weaknesses in the current motivation offered to teachers and other employees at KMC and thus, challenge them to come up with strategies to improve the motivation offered to teachers. The study was conducted in Dar es Salaam, Kinondoni District, and used case study research design with both, primary and secondary data collection methods. Primary data were collected with the use of questionnaires and interview guides, as well as personal observation to a supple size of 96 respondents obtained through stratified sampling technique. Secondary data collection involved the perusal of various documents. From the findings of the study, the researcher found that effects of motivation include; high level of commitment among employees, job satisfaction among employees, high level of productivity in the workplace. Thus, the researcher concludes that motivation help to enhance efficiency, commitment, job satisfaction, motivation and productivity. The Researcher revealed that challenges facing implementation of motivation within Kinondoni Municipal Council, are; shortage of financial resources that are needed to provide motivation to employees, lack of competence of among Human Resources Personnel and poor choice of motivation packages. To overcome these challenges the researcher recommends in addressing the issue of lack of competence among Human Resources Officers/Managers, close follow up of what the law/rules dictates and the actual practice on the ground also the government should give more opportunities for further training to the workers.
