dc.description The main purpose of this research was to investigate the impact of Management Information Systems in the health and education service delivery to the community of Ilemera Municipal Council. In order to attain the purpose, there was a need to identify specific ICT skills available for health and education service delivery, what ICT facilities and tools available, and the effectiveness of the Council’s information system. On the heart of things was to determine improvement of services based on effective MIS. Existing literature indicate that several factors affects effective use of ICT in various institutions. Among the constraints are lack of IT skills in the work force, lack of enough funds for acquisition of ICT facilities, poor communication infrastructure, lack of ICT policy, and poor management in some of the institutions. Data were collected from 50 respondents using questionnaires and semi structured interviews. Data was analysed using simple descriptive statistics and the use of tables derived from MS excel. The study found out that there is no ICT policy currently in the Council, and that there was a shortage of ICT skills among health and education service providers. It was also apparent that ICT facilities were not adequate and that Council’s information system was not working effectively due to lack of central database system. Despite all these shortcomings, the study concluded that those with ICT skills, who were using the few ICT facilities available, agreed that the use of ICT improves both quality and quantity of health and education services. The study recommended that the Council should adopt an ICT policy to guide it in its implementation of ICT projects. It also recommended that the Council should strive to acquire ICT skills and facilities needed for effective utilization of MIS in the health and education service delivery to the community of Ilemera Municipal Council.
