dc.description The study is about assessment of challenges encountered by local implementing partners in managing grants at Tunajali Program. The study basically aimed at identifying the challenges encountered Tunajali Sub grantees in managing Grants and how these challenges affecting the performance of the program The study was conducted under four objectives. Firstly, to describe the procedures used to provide grants to local partners and how they pose a challenge in grants management. Secondly, to examine the financial rules and regulation of grants managements, thirdly, to identify specific challenges associated with accountability of local partners to grants management, fourthly, to determine the capacity of Local implementing Partners in managing grants and lastly To Examine the challenges facing local partners in managing grants. Data for the study were collected by using three methods; questionnaires, semi structured interview and documentary review. The sample was obtained through purposive and simple random sampling techniques. It constituted 136 respondents, 35 sub grantees, 55 coordinators and in charges, 9 grants officers, 35 project accountant and 2 managers. The collected data were analyzed using software called Statistical Package for Social Sciences (SPSS). The findings revealed that the great challenges encountered local implementing Partners in managing grants are Lack of awareness of grant procedures, poor compliance with financial rules and regulations, lack of accountability and lack capacity of implementing partners. Other challenges include government delays in approving planned activities, bureaucracy within the government system, conflict of interest between the CTC in charge and the Health Facility in charge and Health Facility in-charge overwhelmed with activities. The study recommends that Tunajali Program should conduct Regular supportive supervision visits - holding meetings with the districts council’s officials and discuss progress of Program implementation at a particular region, In line with this Institutional vii Capacity Building training for SGs, CHMT and RHMTs has to be conducted so as to build more capacity to the teams. SG should establish networks that will provides opportunities for local partners in mutual learning, identifying appropriate development initiatives, generating learning resources, improving operation, coordination and cooperation with local organization, international organization and government. The study conclude that Granting agencies should increase their monitoring of grantees and sub grantees by increasing site visiting and reviewing financial and progress reports for accuracy, completeness and alignment with project goals. This practice is particular important for new grantees as well as for experienced grantees with problem of managing prior grants.
