The purpose of this research work is to study the influence of performance of the Employer, Contractor and operating environment variables on execution of work contracts in Local Authorities. The study has been conducted at Songea District Council where variables influencing value for money achievements in implementation of work contracts have been critically analysed.
A research was designed with respect to research objectives and thereafter used for data collections. The reason for this choice based on the financial, time constraints and in accordance with actual requirements of the study.
Various data collections methods such as interviews, questionnaires, documentations and direct observation were applied. Sample was chosen so as to make the topic easier and practicable.
A study used both; primary and secondary data. The target unity of study was employees of Songea District Council responsible for procurement of works in different ways. The study targeted to have a sample of 30 respondents in order to have better representation. The study applied judgmental non probability sampling technique to population.
The results from this study provide organisation with useful insights of factors influencing performance of work contracts in Local Authorities and other Public Organizations for primary objectives of managing achievements of value for money.
The conclusion and recommendation which are drawn from this study is that understanding the factors influencing achievement of value for money in execution of work contracts would enable Local Authorities and Public Organizations at large have infrastructures capable of stimulating and sustaining Tanzanian national economy in various ways.
