This dissertation is about A Policy Framework for Promoting Decent Employment in Tanzania. The specific objectives of this study were; to determine the essential factors for the promotion of decent employment, to assess the implementation of decent employment policy in Tanzania and to set a policy agenda for accelerating the implementation of decent employment in Tanzania. The study was conducted at Dar es Salaam Region. Data was collected at the Ministry of Labour and Employment, Trade Union Congress of Tanzania and its affiliates. The study was guided by two theories which are system and network theories. The sample size was 50 respondents. The researcher used simple random and purposeful sample procedures. The researcher used both primary and secondary data through questionnaires, interview and the existing records. The design used was mixed design where the researcher used both qualitative and quantitative designs, and data was analyzed qualitatively and quantitatively and presented in tables’ figures, and descriptions.
The findings have shown that decent work agenda is applicable in Tanzania context as employees in Tanzania have the same needs and aspirations as any other workers all over the world, the findings also depict that there are institutional framework that support decent employment in Tanzania, there is in place some initiatives to promote decent employment, but it is unfortunate that our legal framework do not have specific clause talking about decent employment despite having basic element of decent employment that are impliedly, and there is no specific policy concerning with decent employment in Tanzania.
The findings further noted that there is a need to have in placed the policy agenda and or policy framework that promote decent employment in Tanzania, mainstreaming decent work agenda in all national and ministerial policies and programmes, trade union advocacy for decent employment policy, and political will and commitment among the labour administrators in Tanzania for having decent employment policy framework. |
