dc.description This research aimed at exploring the factors that motivate employees in Public Organizations. The study was conducted at Muhimbili Orthopeadic Institute. It was set to explore whether at MOI motivation schemes are practiced, exploring if motivation polices are in place, exploring the factors that motivate employees and exploring the factors that affect motivation practices at Muhimbili Orthopeadic Institute. Different methods were used in obtaining the data. The Researcher obtained a sample of 120 employees by using simple random and purposive sampling designs which is 50% of the targeted population. Both primary and secondary methods of data collection were used. Data was collected through questionnaires, observations, interviews, documentary reviews. Both quantitative and qualitative techniques were used in obtaining the data. Findings of the study show that the main motivation at MOI are attractive remuneration, medical assistance, provision of loans, career development, working environment and promotion. Also, the study shows that, there are various motivation policies at MOI such as Medical assistance, Training policy, Leave allowance policy, Recruitment policy, Promotion policy, Remuneration policy and Demotion policy. As for the factors that hinder the organization to design and implement a desirable employee motivation, the study revealed budgetary constraints, complexity of human needs and economic fluctuations. The Study recommends that the Authority should have a proper way of rewarding its employees in accordance with one’s actual performance, make change in motivating employees according to their needs, should improve leave allowances to its employees, should present proper budget to the government in order to practice motivation to its employees in a good way.
