This study was carried out to examine the extent to which Non State Actors are involved in land policy implementation in Tanzania. The study aimed to understand the challenges the government face in collaborating with NSAs in implementing land policies in Tanzania. The study was guided by the following three specific objectives: To assess how NSAs are involved in the land policy implementation. To analyze challenges the Government, face in collaborating with NSAs in land policy implementation. To suggest ways of enhancing collaboration between government and NSAs in land policy implementation. The study takes the Ministry of Lands, Housing and Human Settlement as its case study.
This was a case study research. The target population for this research was the MLHHSD employees and Hakiardhi employees. It was from this population that a total of 50 respondents were sampled through the application of purposive sampling and stratified sampling technique. Both primary and secondary data were collected. Primary data was collected through observation, questionnaire and group interviews. Secondary data was collected from available documents and reports available at MLHHSD and Hakiardhi.
The findings revealed that there is poor collaboration between the government [MLHHSD] and NSAs due to lack of enough funds, lack of technical staff and lack of clarity of roles. Further causes of poor collaboration includes minimal involvement of non state actors in land policy making, poor use of research information in land policy implementation ,conflict of interest, lack of guideline framework and regulation.
The study concluded that lack of effective collaboration between Non State Actors and the Government hinders implementation of land policy in Tanzania. It is suggested that collaboration should be improved especially by making good rules, working together in areas of policy making and implementation, developing a formalized memorandum of understanding, developing strategies for stakeholders to monitor performance during policy implementation process by providing education to citizens.
