This study examined the Compliance of Public Servants on Code of Ethics and Conduct for Public service in Tanzania particularly in Ilala Municipality, Dar es Salaam. The specific objectives of the study were; to explore the causes which hinder ethical practices in public service, to examine the mechanisms put in place to ensure compliance on code of ethics, to examine the extent in which dismal compliance on code of ethics by public servants affects social services delivery and finally, to examine measures to be taken to enhance ethical practices in public service.
A case study method was used purposely to merge the research objectives with the economic issues in terms of time and finance. The research approach used in the study was the case study design. The sample size of the study was 60 respondents, 40 were head-quarter Ilala Municipal Staff, 20 were Mtaa Council Members from four wards namely Pugu, Mchikichini, Kitunda and Buguruni. The primary data were collected through interviews while secondary data were obtained through literature reviews. Data were analyzed using SPSS and the outputs were presented in simple percentages and tables so as to simplify interpretation and understanding of the findings.
The findings revealed that low salary with age and staff seniority implication, selfishness, lack of patriotism, ineffectiveness of watchdog institutions, bad administration, lack of motivation and political interference were hindrances of ethical practices. The mechanisms put in place were found ineffective leading to a number of effects in service delivery, such as low revenue collection and increase of death due to lack of working facilities and negligence in health services. In order to enhance ethical conduct, public servants’ salary should be increased; watch dog institutions should be strengthened and given financial autonomy and independency. Furthermore, the study recommends, the Government of Tanzania to make efforts to increase salary scales of public servants to match with the increasing cost of living, to strengthen watchdog institutions and provide motivation to staff.
