dc.description A Research Dissertation Submitted to Mzumbe University – Dar es Salaam Business School for the Requirements of the award of a Master Degree in Public Administration
dc.description This study intended to assess the relationship that exists between the Prevention and Combating of Corruption Bureau (PCCB) and the citizens in Tanzania, focusing on Dar es Salaam community and PCCB offices in Dar es Salaam. The study intended to identify the different types and causes of corruption in Tanzania according to people’s opinions, analyze the current situation and find out various ways that can be used to improve the relationship between PCCB and the community to facilitate the fight against corruption. A case study was used whereby a study sample was drawn using stratified random sampling. Data collection was conducted through questionnaires and interviews. The collected data was analyzed using the Statistical Package for Social Sciences (SPSS). Findings indicate that people are aware of the existence corruption in the country and are also aware of the existence of PCCB and its functions. It was also revealed that the main causes of corruption in Tanzania are poverty, low salaries and inefficiency of PCCB. It was also revealed that most citizens are not very supportive to PCCB because they believe that PCCB is biased and corrupt in itself hence does not play its role as required and so they see no point of cooperating with it in controlling corruption. This study recommends that PCCB should ensure that all reported cases are taken care of without biasness to the top government leaders or any other citizen. It should perform its duties with equality and give genuine feedback to the community. The government should ensure that PCCB is independent from the government and there should be special courts specifically for corruption cases only. PCCB should be given the mandate to prosecute and not depend on the Director of Public Prosecutions (DPP). This will prevent PCCB’s biasness and ensure that all corruption crimes are punished.
