dc.description This research studied the effect of procurement planning on service delivery in public organizations, a case of Temeke Municipal Council. The major theme had been to see the relationship between procurement planning and service delivery. Many authors have shown their experience on relationship between the two and commented to have strong relationship. The research adopted descriptive design and approached the same by using case study. Had enough population and decided to do sampling in order to come up with the ideal number of respondents, which is representative of the population. Primary and secondary data collected by using various methods. Data mining and data cleaning and management were done scientifically in order to hold the scientific manner. The findings of the study revealed that there is a strong positive relationship between procurement planning and service delivery. Most of the respondents strongly agreed with it. Also the study undertook to examine the roles of different stakeholder in procurement planning and the following were found out; defining procurement requirements, dividing requirements allocated to a single procurement process into separate lots, integration of the diverse decision and activities, ensuring availability of sufficient funds to run the plans, developing of proposals and evaluation of potential service providers. Some factors were found to be affecting service delivery and these included the following corruption, lack of finances, the challenge of getting the right service provider, limited skilled personnel, also poor communication.
