dc.description This study intended to assess the challenges to the implementation of E-Procurement in the ministry of home affairs. With increasing use of the internet, E-Procurement can offer variable alternatives to traditional paper based processes. Despite E-Procurement benefits, most Tanzania Organizations are slow in adopting it and the ministry of home affairs is no exception. The specific objectives of this study was to analyze the lack of resource for capital investment, lack of skilled manpower and employees’ expertise to facilitate the implementation and utilization of E-procurement, and lack of suppliers’ resource capability to facilitate E-procurement do affect the implementation of this technology. This is a case study, whereby a sample size of thirty respondents was involved in interview and questionnaires and both qualitative and quantitative methods (frequency, percentages, five point likert scale and Chi-spuare ) were used to quantify these challenges. From the findings of this study it can be concluded that, lack of resource for capital investment, lack of skilled manpower/employees’ expertise, and lack of suppliers’ resource capability are the challenges for the implementation of E-procurement in Ministry of Home affairs. In general, we can recommend that, the government should encourage the use of E-Procurement by providing the required assistance to both buyers and suppliers, apart from scarce resource, organizations should put more emphasize and prioritize the implementation of E-procurement. Also both vendors and buyers should train their employees and hence to acquire the required capabilities in order to operate E-procurement effectively and efficiently for the prosperity of their business.
