This study intended to examine the Performance Measurement Practice in Tanzania. The research was carried out at National Housing Corporation (NHC) in Tanzania. The study was conducted with the following objectives: To determine performance management at NHC; to examine whether there is performance measurement system at NHC; to examine how performance is measured at NHC and what kind of performance measurement indicators are used to measure organizational performance at NHC; to explore how performance information is used in practice by NHC.
Data were collected through questionnaires, interviews and documentary review. Questionnaires were open-ended questions, which allowed individuals to express their views concerning performance measurement practice in Tanzania. Interviews were conducted on the basis of predetermined interview guide. Therefore both qualitative and quantitative methods were collectively employed in the process of collecting data and information required in this research.
Results from the study reveals that, performance management at National Housing Corporation has focused on aligningits resources, systems and employees to its strategic objectives and priorities from the year 2011/2012 to date, which has eased effective delivery of strategic and operational goals. On the other hand NHC performance is measured through the use of key performance indicators (KPI) set to evaluate its success or achievements towards strategic goals. Moreover Balanced Scorecard (BSC) method is the performance measurement system used in measuring corporation performance and this has enhanced accountability and individual productivity.In addition this study point out that, performance measurement indicators are significant strategic management tools used for the monitoring NHC performance and lastly performance measurement is a significant driver for the use of performance information in the corporation performance management, in particular for decision-making on the delivery of its services.
