dc.description Literature review shows that most of the organizations in Europe have tried to establish and implement different Performance Management System (PMS) so as to improve employees performance but yet there have been some challenges facing the systems such as limited review time . This thesis confines its research to a case study of the development and implementation of a performance management system in a nongovernmental organization (NGO) A descriptive design was adopted in this study preferably because it makes enough provision for accurate profile of persons, events, or situations (Robson, 2002 in Saunders et al, 2004). The study was conducted at African Barrick Gold Mine Ltd in Dar es Salaam; the sample of this study constituted a total number of 25 respondents, 5 from each of the 5 existing departments of African Barrick Gold Mine Ltd in Dar-es-Salaam. The researcher used both primary and secondary data. In primary data the method of data collection employed was structured interviews and questionnaires. Secondary data collection basically based on African Barrick Gold Mine Ltd reports, profile, journals and different publications that provided information to support the study. Data analysis was done using the SPSS Program and later on presented by using simple statistical figures such as tables, bar charts and figures to illustrate the findings. The findings of the study showed that most of the employees were working in the company due to several factors such as good pay, incentives and other development opportunities etc, however there are some challenges which hinder the implementation of the Performance Management System identified such as short time for review, less frequency of reviews. It was concluded that despite the measures and challenges much emphasis should be put on human resources since they are among the key elements as far as the PMS is concerned.
