The rate of change required of the procurement function to keep pace with business demands continues to accelerate. Having achieved success over the last decade in building structured processes, generating cost savings, and expanding visibility into overall spend. The study was examining the Impact of Micro Value Procurement to Organization in Tanzania. The major emphasis of Micro Value Procurement is to harmonize public procurement processes at the micro-level, secure judicious, economic and efficient use of state resources and ensure that public procurement is fair, transparent and non-discriminatory. However the impacts in the compliance by public entities have been the greatest challenge in the attainment of the said objectives.
The assessment of the impacts of micro-procurement in public institutions was determined by the use various tools. The researcher examined information from; tender committee, tender review board, procurement committee and evaluation panel members. A response rate of 74% was obtained. The study used purposive and stratified sampling as research methodology tools. The data obtained was then analyzed using the mean weighted rating, coefficient of variation which provided a way for examining the response and ranking the respondents.
The impacts of the micro-value public procurement is being hindered by poor information dissemination, inadequate capacity and training, delay in payment of works executed by service providers, low tender prices and delay in the establishment of the procurement unit. Many of these challenges accounts for the weak compliance delay in completion of projects, abandoned projects and loss of value for money. To improve the performance of the Micro-value procurement by TEMESA and ensure smooth implementation and execution of it’s functions, the following, were recommended; proper information dissemination; training and capacity development; establishment of the procurement unit; enforcement; and regular reporting system should be improved |
