dc.description Evaluation of tenders is most area where procuring entities should adhere. In order to be rational in expenditure, the procuring entities should carry out proper and effective tender evaluation with an ultimate goal of getting competent and reputable supplier, services provider and asset buyer. The main objective in this research was to find out the challenges which facing evaluation of tenders in public sector (specifically in goods and non-consultancy services). Specifically the study intended to identify the competence of evaluation personnel, to check whether there is interference of other departments, example user department which can affect tender evaluation and to check whether the evaluation procedures are complying with the Public Procurement Act No. 21 of 2004 and its Regulation Gn. 97 of 2005 and Gn.No.177 at Government Procurement Service Agency. Data was collected from government procurement service agency. A sample 33% of the staffs in Procurement Management Unit was interviewed through questionnaire and discussion. The same procedures were applied to 11% of the administrative staffs and 56% of those staffs who have been attended in evaluation of tender. Also the researcher made references to other researchers who did the study under the same and reviewed documents in order to obtain primary and secondary data. The study reveals various weaknesses that can be termed as challenges in evaluation of tenders in public sector which makes the tender evaluation process to be un effective, these includes; lack of experience to some members of evaluation committees, lack of involving certain skilled person as a member of evaluation committee in the specific subject matter, lack of enough budget in evaluation which results to very short time given to tender evaluation committees to evaluate those received tenders, lack of competence to some evaluation committee members and number of complaints received from the supplies or service provider. Based on the finding, analysis and conclusion, the researcher recommended that the procuring entity should employ competent and professional staffs, provide long courses and short courses to their staffs, to improve budget for the whole process of procurement specifically in this stage of tender evaluation, educating supplier, service provider and asset buyers and lastly the procuring entities should insist implementing practically professional ethics to the procurement personnel and take reactions to those who will go against their ethics
