dc.description E-service has become a catalyst for enabling more effective government through better access to services and the democratic process. As public interest in the Internet and e-Technology solutions continues to grow, there is an increasing expectation that they will be utilised in national and local governments for not only more efficient governance but also improving public access to information and services. This paper, based on a case study discusses some of the key aspects of electronic online and e-Service, that assesses factors affecting e-business in the public sector. It determine the extent to which online services provided by TANESCO are reliable, effectiveness of e-Services within the public sector and to determine user perception toward online e- service with a focus on two specific facets of effectiveness: to what extent are the online services provided by TANESCO reliable, and what is the perception of citizens toward the usefulness of TANESCO online services, the sample size was 100 and the respondents were 60 in number. The data was collected through the use of questionnaire, interview and documentary sources. Quantitative data were analyzed using SPSS version 20.0; findings were presented by using table and bar chart, and description. Findings showed that majority of respondents agreed to use and it is simple to pay bills online instead of using traditional one which it need a lot of time to pay the bill also pay bill online facilitate the payer to pay on time without delay, it was also noted that most customers in Tanzania are still unaware from e- services. Many e- services are still not offered by all organization in Tanzania needs to be introduced in market. Government should also play its role in the development of online service. Government / Telephone Company should reduce service charges on the transactions. Government should introduce new policies which assist the company to promote e-service business. Ministry of mineral should support the industry and also protect the customer against any fraud or loss to build customer trust online e- services.
