The study on barriers to e-procurement implementation in public organizations was conducted in Dar es Salaam, ministry of natural resources and tourism was selected as a study area. The objectives of the study were; to determine barriers to e-procurement in public institutions; to determine factors that hinder the implementation of e-procurement in public organizations and to examine strategies that can improve the implementation of e-procurement in public organizations. A sample of 50 respondents was used. The study use primary and secondary data. Questionnaire and interview were used to collect primary data whereas documentary analysis was used to secondary data. The study found majority of the respondents (24%) identified financial barrier as a major barrier facing public institutions. Also, the study found that the large number of the respondents (28%) identified limited budget as major factor that hinder the implementation of e-procurement in public institutions. Moreover, the study found majority of the respondents (54%) suggested that an improvement of ICT infrastructure will stimulate the implementation of e-procurement in public organizations. The study concluded that, there are different factors impede e-procurement implementation in public institutions. But financial barrier is also found to be also found to be the major barrier to e-procurement implementation. Also, the study concluded that limited budget is a major factor that hinders e-procurement in public institutions. Other factors include lack of experts, legal requirements, lack of adequate knowledge to users. Finally, the study concluded that there are various strategies that can foster e-procurement implementation in public institutions. These involve supplier integration, improve ICT infrastructure, improve legal aspects and increase awareness. The study recommended that, the government should improve ICT infrastructure to foster e-procurement implementation. Also, government has to invest on infrastructures to ensure good security on issues related to electronic procurement. |
