dc.description The purpose of this study is to analyze and study the motivational factors used by public sector to motivate employees to achieve the business plan objectives. The study intends to verify the response of employees on implementing business plan as result of motivation. The Case Study design was used to help the researcher to meet the research objectives. Primary data were collected by questionnaires and interview from 25 respondents from Tanzania Airports Authority and secondary data were extracted from both TAA and academic books. Data were collected and analyzed by using SPSS where results were displayed in tables. From the sample selected the result revealed that the motivational factors used by Public Sectors, if properly applied can motivate employee to attain the targeted goals. Public sector concentrates more on monetary values as a media of motivation rather than engaging non-monetary values to enhance employees’ performance. Furthermore, the study described the need for having a business plan in Public Sector as the roadmap of getting things done. It provides the importance and unimportance of implementing or not implementing business plan respectively in the organization. Business plan implementation depends on employees’ involvement in its formulation process and trainings.
