This study aimed at assessing the extent and how information communication technology adoption in enhancing governance and performance at Dodoma regional referral hospital. The research investigated the usability, explored the accessibility, examined the governance structure and performance of ICT at Dodoma Regional Referral Hospital, the policy environment to implement ICT from the Ministerial level to the facility level was assessed. The theoretical and empirical literature review were done, which are related to the theme of the study. Data collection was done using both interview guide and documentary review. The sampling technique applied to obtain data were stratified, convenient and purposeful techniques.
Finding of this study revealed that; the implementation of ICT at the facility level is the initiative that health workers are happy with despite some shortcoming like the way the interventions are done with the directives from the higher levels. ICT for health service provision have contributed positively in improving of service provision in different parameter, for example, revenue collection, management of drug and medicine, laboratory services, telemedicine.
The study findings have the following implications that need to be addressed by both policy makers and hence will need to be cascaded to the implementers at both health facilities and manager at lower levels of ICT at facility level; to have a clear ICT governance structure for the betterment of sharing issues within the facility level, the need of having a reliable resource for the intervention like ICT, conducting on the job training for proper use of ICT as most of health workers do not have knowledge of IT application.
