A Thesis Submitted To Mzumbe University Dar Es Salaam Campus College In Partial Fulfilment of The Requirements For The Degree of Master of Public Administration of The Mzumbe University, Dar Es Salaam Campus 2013This study has been conducted for the purpose of probing the issues influencing employees’ commitment in Tanzania governmental organizations a case of the Court of Appeal of Tanzania. Both primary and secondary data were collected for the study. The study sample comprised of 83 respondents in which the study managed to meet only 55 respondents to collect the needed primary data. The data collected included personal characteristics of the respondents, factors motivating employees’ commitment, factors hindering employees’ commitment, initiatives taken by the organization to handle factors hindering employees’ commitment. The documentary review was also used to collect other useful secondary data. The main tools used in collecting these data were the structured questionnaires and faceto-face interviews. Telephone conversation was used to a small extent to interview respondents. Data analysis was performed using the Statistical Package for Social Sciences (SPSS).The study findings showed that there are factors hindering employee’scommitment which include low salary, few promotions to junior staff, absence of awareness on issues of trade union, payment gap between staff, negligence of education and professionalism in payment and undefined criteria for performance bonus. So the recommendation given is such as the organization should promote junior staff for career development, consider education and professionalism in payment, and decrease the payment gap between employees (lawyers and non lawyers and also increase awareness on the issue of trade union. This study also opened the doors for further researches on the same or similar case to fill the gaps that will be identified.
