dc.description Ever since independence in 1961, the government of Tanzania has been trying to make all efforts to eradicate the three key development enemies namely poverty, disease and ignorance among its people and bring about sustainable development. The researcher in this study aimed at investigating the problems of performance management in Local Government Authorities in Tanzania: Case study of Nachingwea District Council. The pushing factor for such study was due to the decline of performance in Local Government Authorities in general. The study examined the organs which ensure the performance management in Nachingwea District Council, constraints and ways of improving performance management in local government authorities. The study was conducted in Nachingwea District Council in Lindi Region in which 80 respondents were included in the sample. Data were collected through questionnaires, interviewing and documentary review, and were presented through tables and figures. Findings indicate that the performance management involve; services delivery, strategic plan, client service charter, annual operation plan and action plans and performance agreement. Also, organs involved in the management control system include; Full council, Ward Development Committee, Village Assembly, Internal auditing unit, Standing committees, Administration department, Ministry of local government authority, CAG, PCCB and Parliament. Above all, constraints of performance management are; negligence of some staff, lack of qualified staff with enough knowledge, lack of cooperation, lack of proper information, lack of resources and weak budget, political Factors, introduction of many new projects, improper allocation of resources, low knowledge of the community on how to manage council’s projects and poor laws. From the above findings, it was recommended that there is a need to train and develop VEOs, WEOs, other council staff and councilors to improve their knowledge and skills, establishment of permanent and frequent monitoring and supervision system, effective use of performance appraisal to individual workers and community participation in council’s affairs and taking corrective action.
