dc.description Study was conducted at the Ministry of Health and Social Welfare (MOHSW) located in Dar-es- salaam region which included a sample of 60 respondents, with the objective to assess the use of Human Resources Information System (HRIS) on service delivery at the Ministry. The study had specific objectives which included; examining the ICT systems (software packages) used in human resources functions in MOHSW, to identify factors affecting the smooth applicability of ICT systems in human resources practices in the MOHSW, and to examine the effectiveness of the adopted HRIS systems in service delivery in MOHSW. Both questionnaires and interview methods were used to collect data from a sample of 60 respondents whereby simple random sampling, stratified sampling and purposive sampling were used to select respondents from a study population. Findings from the study indicated that there are ICT applications in human resources practices at the MOHSW but were not too intensive to bring positive results in service delivery. Despite the existence of HRIS to facilitate e-recruitment, e-compensation and e-performance appraisal, yet there are number of employee’s claims which reduced their morale to work. These include late payment of the salaries, late payment of the terminal benefits for the retired ones and poor record keeping which also leads to late promotions. There are factors which have contributed to such ineffectiveness; among the factors affecting the smooth applicability of ICT systems includes lack of training among employees and budget constraints. Thus, it was concluded that ICT systems are not effectively implemented in the daily activities of the Ministry hence there is little improvement in service delivery. It is recommended that the Management of the Ministry should ensure that enough budget is allocated to the ICT department for its effective performance, staff should be given training on the various ICT systems to be used in the Ministry and awareness on the importance of applying the ICT systems in their daily organisational activities. The top Management should ensure that Human Resources Department and other departments effectivelly impliment ICT system in their daily work performance.
