dc.description This study assessed the factors influencing the implementation of annual procurement plans at Tanzania Buildings Agency (TBA). The main objective of this study was to assess the factors influencing the implementation of the annual procurement plan at TBA. A case study design was used by the researcher to make an intensive investigation of the study topic. The aggregate of 60 individuals utilized from a targeted population of 150 respondents were selected purposively for a matter of obtaining relevant respondents. Primary and secondary data were utilized in the study, whereby questionnaire and the interview method was utilized to obtain primary data and documentary review method for secondary data. Microsoft Excel software was applied in analyzing collected data and identifying the relationship between dependent and independent variables. The findings of the restudy revealed that expertise on the side of procurement practitioners within the procuring entities have a greater influence on the effectiveness in the implementation of the procurement plan. Information technology evidenced to have an important role in monitoring and implementation of procurement plan, though TBA lacks appropriate technical infrastructure. Majority of the respondents positively replied that budgeting processed in an organization has a the close relationship with procurement plan implementation process while Top management’s support evidenced to have a determination on the appropriateness of procurement plan preparation and its implementation within public procuring entities. The researcher recommended that managements of procuring entities need to consider the appropriateness of expertise among the procurement practitioners in preparation implementation of procurement plans, advancement on the computerized infrastructures that can support Procurement Management Information System (PMIS) systems for monitoring implementation of procurement plans together with proper budgeting to ensure all important procurement requirements are considered and procurement plans have a reflection on an existing budget.
