The study assessed public health service delivery among Local Government
Authority in Kibaha District Council. The specific objectives which guided the study
were; to identify the factors that affect the delivery of public health service in Kibaha
District Council under its LGA, to examine the strategies that can be planned and
implemented by the Local Government Authority to improve the delivery of public
health service delivery in Kibaha District Council and to assess the appropriateness
of the strategies implemented by the Local Government Authority towards the
improvement of public health service delivery. Case Study research design was
adopted in this study to study problem within a single which was LGA in Kibaha
District Council. Through purposive sampling procedure, stratified and simple
random sampling, the sample size of 44 respondents were obtained for this study.
Throughout the study, primary data were collected through interview and
questionnaire while secondary data were collected through documentary analysis.
The collected data were analyzed qualitatively and quantitatively.
The research findings revealed the factors that affect the delivery of public health
service in Kibaha District Council to be lack of sufficient financial resource, inability
of LGA to implement its act of 1982, income poverty among people, lack of
unnecessary medicines and equipment, shortage of health workers, long-distance and
transport cost, poor infrastructure to meet patients’ needs and lack of accountability
while the strategies that need to be planned and implemented to improve the delivery
of public health service in Kibaha District Council were revealed to be allocation of
enough budget to Local Government Authority, giving LGA a greater autonomy on
utilization of the collected revenues, making the health service charges affordable,
increasing the number of qualified health workers. Also, regardless of the implemented
strategies, LGA in Kibaha District Council has not ensured the accessibility of health
service to cover all people in KDC, LGA has failed to ensure a sufficient number of
qualified doctors and nurses which is well-matched with the patients’ number in their
health facilities.
