The study focused on assessing the role of training and development towards effective performance in public organizations. Julius Nyerere International Airport was taken as a case study. Methods of data collection used were questionnaires, interviews, and observation and documentary sources.
The study found that the airport already has a training programme of which almost all employees have chances of getting trained. However, there is still a mismatch between the training provided and the actual skills that are required by the respective employee to perform due to lack of training needs assessment hence irrelevant training. Many trainers in the aviation industry are found overseas which make the employees to conduct their training abroad. Several factors hindered effective performance and development at Julius Nyerere International Airport. These include, financial constraints caused by meager training budget, poor training facilities, inadequate time for training of employees, poor availability of trainers who are capable and conversant with aviation industry, the existing government bureaucracy, poor planning and more theoretical than practical training.
The study recommends that the airport be given more power to find its sources of revenue, or be provided with more funds to cover what is required in the training budget. The budget also has to take care of the facilities required during the training such as fire fighting and rescue services, chemicals and machines, vehicles and protective. More training could also be given such as on-job training and evening or part-time training that would be provided outside the working hours. The arrangement could be made by the employer to bring the trainers to provide training to employees, in Tanzania rather than outside. This option could save money, time and would not severely affect the working schedules of the organization.
