dc.description The study aimed at assessment of the implementation of human capital management information system (HCMIS) on rewarding human resources management in Tanzania local government. The specific objectives of the study were to examine implementation process of the HCMIS in Tanzania local government authorities, to examine effectiveness of the HCMIS in implementation of reward of LGAs staff, to examine factors facilitating implementation of the HCMIS for reward of LGAs staff and to examine factors impinging effective implementation of HCMIS. The study was guided by Diamond and triangle fraud theory and theory of reasoned action. The study was performed using exploratory study design where simple random and purposive sampling techniques were used to select 53 respondents. The data obtained using questionnaires were computed to generate significant statistics to present the primary data. In addition to that, data collected using interviews were analyzed using content analysis. The study findings indicated that, the implementation process is that the system is electronic and computerized countrywide applicable to all employees for that matter. Also, the system is highly effective in ensuring reward to the local government employees in Tanzania. Moreover, the system has been encountering challenges prior to its effectiveness in the outcomes such that network availability is the major issue of concern which has been affecting its effectiveness since it delays the works and several undertakings because all tasks in the organizations in line with human resources practices are attached and connected to the system among employees. The study concludes that, the fact on the ground is that human capital management information system (HCMIS) is highly effective in ensuring rewarding of employees in the local government entities; as well as tracing of the employees and the entire human resources management practices for that matter. The study recommends that, the government must keep on striving its efforts towards ensuring sufficient network availability in the manner which is stable.
