dc.description The main purpose of this study was to find out factors affecting informal sector operations of petty traders in Ilala Municipality. Three specific objectives guided the study, namely to identify institutional factors affecting operations of petty traders, to find out financial factors affecting operations of petty traders and to identify technical factors affecting operations of petty traders. The study was conducted at Ilala municipality and employed case study design. The data collection methods were interview and questionnaires. Qualitative data were analyzed using content analysis and quantitative data were analyzed using descriptive statistics with the aid of statistical Packages for Social Science (SPSS). Findings revealed that there are various factors affecting informal sectors operations on petty traders in Ilala municipality. However, to a large extent, these factors positively affecting petty traders of Ilala municipality. On the other hand, there are some challenges that affect petty business at the municipal. For example, police militia do not follow/comply with rules and regulations which in one way or another affects the operation of petty traders’ businesses and operating expenses and costs of petty trading are not affordable. The study concludes that despite that institutional, financial and technical factors affect petty trading, there is no comprehensive policy that support the operation of informal sector (petty business included) at large. The study recommends that; the government should ensure that it comes up with the comprehensive policy that will establish and recognize informal sector at large, since the existing one is not exhaustive as it is based on formal sector than in informal sector.
