dc.description The research was about assessment on the effectiveness of Annual Procurement Plan compliance in public institutions in Tanzania, a case of College of Business Education. The specific objectives were; to determine procedure used in preparing procurement plan at College of Business Education if are well followed, to assess the skills and competence of staff in execution of the procurement plan at College of Business Education, to identify the contributions of user department in execution of the procurement plan at College of Business Education. The total sample size of 50 respondents of the study were obtained by using purposive sampling technique, whereby data was collected by using questionnaires, interviews and documentary review. Both qualitative and quantitative data analysis techniques were used for analysis of the data and presentation of the findings. The findings indicated that the initiative of annual procurement plan is somehow at a satisfactory level due to the fact that most of the procedures were followed except for few but when it comes to the execution of the procurement plan the findings indicated that there was poor effectiveness due to failure in implementation of procurement activities as planned before in the annual procurement plan. A research also revealed that the annual procurement plan prepared reflected the user department’s requirement, used the right templates from Public Procurement Regulatory Authority, proper aggregation of requirements, followed the approval by BBA, there were proper arrangements of tender board meetings, publications of GPN were followed as well but the problem seemed to be on the allocation of tender processing time . Moreover, inadequate knowledge on annual procurement plan to some of the staffs, inadequate of competent procurement staffs, inadequate allocation of funds as well as delays in its provision and emergency procurements existence thus reducing its effectiveness within the procuring entity. The researcher recommended that to overcome this, the institution should insure provision of trainings to staff on Annual Procurement Plan as well as Public Procurement Act and its Regulations which will facilitate effective communication between user department and procurement management unit as well as full involvement of the organs, not only that but also insuring for College of Business Education formulation of budgets that reflects the actual requirements of the institutions that will finance the procurement activities timely as well as omitting the existence of emergency procurement by accommodating all requirements within a procurement plan.
