The main objective of this research was to examine various By-laws and to see on how is complied with Environmental Management Act, in disposal and collection of solid waste in Tanzania. The researcher chose Ilala Municipal as a case study because is the area which have poor system of collection and disposal of solid waste. The researcher formulate three hypothesis which are, there is no environmental expertise under local government authority to enforce and implement the environmental management Act , the current By- laws do not meet the demand of the environmental effects of growth to towns on disposal and collection of domestic solid waste and that, the fine and penalty provided under By- laws is sufficient for ensuring community comply with environmental protection guidelines and regulations. The finding it shows that there are weaknesses on implementation of environmental Management Act of 2004 because of poor supervision and enforcement of environmental laws, like expertise, lack of education in related to disposal and collection solid waste and there is no sufficient fine and penalty to make people responsible. In conclusion and recommendation, the researcher has recommended to the government to create awareness to the community, local government must find out the better ways through which they will make sure that the protection of the environment is maintained within their jurisdiction, the local governments must employ people with the knowledge of environmental protection in generally.
