The research was a case study of GPSA which adopted the implementation of ICT in the procurement process; (Mtana 2019) stated that an organization can realize the full benefits of ICT in procurement only when its internal financial system is interconnected with the procurement system.
The research aimed to determine the effects of ICT practices on the performance of the procurement function in public organizations at GPSA. The research study adopted a case study research design. The target population for this study included the 30 respondents. The researcher collected data through questionnaires and also secondary data. The level of agree response for closed-ended questions was very high.
The data were analyzed using the Statistical Package for Social Science (SPSS). A descriptive statistics analysis was employed. The organized data were interpreted in terms of averages and standard deviation to objectives using the assistance of computer packages. Regression analysis was also conducted to show how ICT practices affect the performance of the procurement of GPSA in Tanzania. The study concludes that the GPSA makes use of computers and the internet. The various aspects of the use of ICT that affect the performance of procurement of GPSA at regional office Arusha in Tanzania include advertisement of tender via to internet, electronic data interchange, and enterprise resource planning.
The study concludes that ICT tools offer a good strategy within an organization to achieve strategic goals of customer satisfaction and profitability through cost management. The study recommended that to create policies that support the implementation of ICT in procurement function in public sectors. To utilize the good knowledge base of Information and Communication Technology (ICT) in the bureau, the research recommended the implementation of the ICT in procurement such as advertisement of tenders via websites. This concept was used by government ministries in Tanzania, according to (Mtana 2019)
