dc.description The study was conducted to an assessment of the impact of Presidential pardon on the rehabilitation and reformation of offenders in Tanzania. The general objective is an assessment of the impact of presidential pardon on the rehabilitation and reformation of offenders in Tanzania. Specific objectives is to examine the prisoners who are granted pardon, if have they been reformed and ready to join the society with acceptable behavior. To identify problem faced by prisoners and prison management which affect the course of effecting rehabilitation to CCPs and why those prisoners who got pardon they resume to commit similar offence or different offence. The research was conducted on a sample of 12 respondents, the sample consisted of prisoners and prisoner officers. Ruanda-Mbeya prison was taken as case study to represent other prisons in Tanzania due to limitation of time and financial capacity to collect data from other different prisons. Both primary and secondary data was used to collect data, interview and questionnaire was used as the method to collect primary data whereby a researcher supplied questionnaire paper to respondent for the seek of data and some of the respondent were interviewed by the researcher himself. Finally the study came with the findings that many prisoners are not well reformed to the extent that they are not ready to join their societies after given pardon but also there is no good reformation programs and expertise on reformations which setback the main aim of Prisons which is reformation and lastly poor policies and laws which it does not accommodate the current modernization period. Researcher has the view that, the law and policies should change to cope with current modern times and technology and the pubic (society) should be educated to help the previous prisoners settle into new life.
