dc.description Rules of natural justice are about fairness and justice in the society. They address how, judicial, administrative and other organs are to function in the process of reaching a fair decision in determination of any issue. Although there have been a lot of writings in relation to the observance of the rules of natural justice in Tanzania, the question is not yet addressed in relation to the observance of natural justice in higher learning institutions. However since the rules of natural justice have a lot of influence in decisions on the rights of students and staffs in higher learning institutions, the researchers found it necessary to find out as to whether there is observance of the rules of natural justice in the respective universities. This study is led by the question, whether the rules of natural justice observed at Mzumbe University Mbeya Campus College. The research was intended to achieve the following objectives. To approve or disapprove the belief as to whether there is observance of the rules of natural justice in higher learning institutions or not. The findings of the Rules of natural justice at Mzumbe University Mbeya Campus College are at a law pace with the fact that, the law makers still have not improved and that, the law users such as the administrators have to use the laws without prejudice. The study therefore, on rules of natural justice there must be adhered when giving out decisions which affect rights and interests of individuals. The concept has been that many administrative authorities are thinking that rules of natural justice are to be adhered by judicial bodies only and other bodies are out of the bounds, but the human beings are the same in whatever manner they are. Lord Denning put it clear that, “It does not matter whether its functions are described as judicial or quasi-judicial on one hand or as administrative on the other hand or what you will. Still it must act fairly.” So administrators of higher learning institutions must observe the same in this country, and students should know their rights when the rules are infringed so that it can be easy for them to enforce
