dc.description This study was conducted for the purpose of assessing on the modes of issuing general citation in primary courts in administration of estates and its impacts in the right to access justice. This study was tailored along three specific objectives. First, aimed to improve the means of doing general citation to reach every person with interest to the will or estate, secondly to examine on the way to improve the advertisement done by Primary courts and lastly to provide education on legal concepts governing general citation so as to meet the need for constitution that everybody has the right to access justice. This study used case study design and sample size which consist of 70 respondents was randomly chosen, of which 5 were Primary Magistrates, 10 advocates, 10 other workers of court and 45 people around the society. The study used sampling techniques whereby primary and secondary data collection was used. It employed three research methods to obtain primary data namely questionnaires, observation and interview. The study found that there is a need to establish clear and just basis for citation making so as to meet the need for constitution that everyone has the right to access justice, that the existing laws on the respect of issuing citation to people are not effective and there is a need to examine and improve ways of issuing citation. From the study it recommended that, there is a need to provide education to the people on the legal regimes which regulate general citation for probate by primary court so as to create awareness. Also, there is the need to establish the specific newspaper which will only be used for making general citation by the primary court to the public and also, the need to have a television which will provide information to the people and also to the prisoners who are detained.
