The main objective of this study was to assess the internal factors that affect the
effective procurement processes for goods in Tanzanian Government Agencies. To
achieve this main objective, the study used four specific objectives which are to
examine the policy which govern procurement process for goods in Government
Agencies in Tanzania, to examine the relationship between culture of employees and
procurement process for goods in Government Agencies in Tanzania, to examine
electronic infrastructure applied in the procurement processes of goods in Government
Agencies in Tanzania and to determine the employees perception in the procurement
processes of goods in Government Agencies in Tanzania.
The case study design was used, whereby the Governments Chemist Laboratory
Authority was chosen; and a total of 55 respondents was selected using purposive
sampling technique. To get data, the study used the interviews, questionnaires and
documents reviews and the Analysis was done using SPSS.
The findings show that the internal factors affecting procurement processes are
procurement policy, ICT infrastructures, and Employees cultures and employees
perceptions. The findings show that the Procurement Policy, the ICT Infrastructures,
and the cultures of employees affect positively the Procurement processes; but the
Perceptions of employees were found to have negatively affected the procurement
processes.
The study recommends that strict measures be taken in case an employee regardless of
the position is involved in corruption. The Anti corruption institution (PCCB) should
also be alerted for any case of corruption so as the alleged be taken to court. It is also
recommended that strict measures be always taken to anyone who has embezzled the
funds. In addition, every person involved in funds embezzlement has to be taken to
court to limit further occurrence of such unlawful acts. It is also recommended that
training on code of conduct be organized several times, and the consequences
associated with failure to observe laws and ethics during the procurement processes. |
