dc.description The purpose of this study was exploring challenges encountered in the use of human capital management information system (Lawson version, 9) in local government authorities; a case of Maswa district council. The objectives of the study were, to explore to which extent the six modules of LAWSON VERSION 9 have been utilized by LGA, to identify the key HR and non-HR operational challenges associated with the utilization of LAWSON in the LGA and to make suggestion on the possible measures for encountering the challenges of utilizing LAWSON at LGA. The research questions were developed from the research objectives. Significance, scope and limitations of the study were applied. The theoretical review of human resource information system was analyzed to identify its relevance to the study. The study employs case study research design. Also, the study used the whole population of 6 respondents from Administration and Human Resource department and ICT Unit who were system users, Maswa District Council. This study involves research instruments such as interview, observation and documentary review for data collection. Purposive sampling was employed as sampling techniques. Qualitative analysis was applied through analyzing of words. The empirical review of human capital management information system (Lawson Version, 9) was analyzed to identify research gaps which this study sought to fill. The study revealed that two Lawson modules were utilized fully which were human resource module (HR) and personnel administration module (PA) and four Lawson modules were not utilized fully which were Payroll (PR) module, General ledger (GL) module, Benefits (BN) module and Absence management (LP) module at MDC. Moreover, the study revealed that the key HR and non – HR challenges of utilizing Lawson were incompetence, network connectivity, and unreliable electric power supply. The possible measures which suggested were: refresher courses, improving network infrastructure, conducive working environment, hiring employees, and enacting aggressive laws. From the finding of the study, the researcher recommended that the Government and Management of MDC should take efforts to provide refresher course to Lawson users, Government should improve server of Ministry of State in the President`s Office, Public Service Management and Good Governance, Government should recruit staff so as to strengthening human resource who are using Lawson, Government should enact a strict act which will help to control the systems like EPICOR and LAWSON.
