dc.description CDCF is a very good initiative because the community is empowered and receives power to plan and implement their development projects. This study intended to assess effectiveness of CDCF in Dar es Salaam with the specific objectives of assessing the magnitude of CDCF Funds utilization at the constituency level, implementation of Projects financed by the CDCF funds, community involvement in the project initiation. . The study employed a descriptive and cross sectional research design. Methodology used in data collection included desk review of the audited accounts and questionnaire. The study targeted 38 respondents, out of which 37 respondents were realized. These mainly include 7 CDCF Committees members and 30 citizens. The findings show that there has been consistency of unspent amount of CDCF fund from the financial year 2011/12 to 2016/17 with 2 billion in average for the sampled LGA. In addition, majority of the citizens reported low transparency, accountability and participation of the community in the CDCF projects. Results obtained from the primary data reflected those from the audited accounts. Additionally, major challenges facing CDCF include; conflict of political interest, lack of transparency, lack of accountability and delay of CDCF funds. The study concludes that although CDCF fund is a very good decentralization strategy, yet improvements must be done especially in supervision and management of the fund. Similarly, the researcher is recommending that, the government and stakeholders need to promote transparency and accountability of the CDCF Committee members to make it successful.
