Retirement is the start of a new phase in life. The issue of retirement is given special consideration and attention in Tanzania. This is because every human being is vulnerable to risks and uncertainties with respect to income as a means of life sustenance, to cover these threats.
Retirement benefits seen to be social insurance and social assistance arrangements that protect employees or population against various risks including social life stress, diseases, economic hardship and the like.
For this reason Public Service Social Security Fund Act, Act No.2 of 2018, establishes the Public Service Social Security Scheme (PSSSS) that provides for the contributions to and payments of social security benefits in respect of the service of the employees in the public service. The laws governing retirement benefits in Tanzania are available but their implementation has remained a subject of criticism.
The study was conducted through field study at Lushoto, and Tanga municipals within the Tanga Region. The study involved documentary reviews and field research by gathering relevant information from Pension officers, legal practitioners and Public servants. Mainly collection of field data involved oral interviews and questionnaire methods. The study involved a sample of 20 respondents and a random sampling procedure was employed. This study found out that, the law (Act No.2 of 2018) provides adequate framework, since it has created a uniform set of rules and regulations for smooth administration to ensure on time payments of retirement pension’s benefits. However, the study found out that the problem of implementation is still there, as it seems the law is not effectively implemented to cover the problems that the retirees have always been facing. The problem of implementation is due to issue of bureaucracy, insufficient coordination between the fund which leads to poor record keeping and missing information.
The study recommends that the Government should find the means and strategies to overcome those challenges including checking of bureaucracy, raising of public servant’s awareness on laws governing retirement benefits and others in order to render better services to members, awareness creation, sufficient coordination between the Fund and the beneficiaries have to be improved, frequent updating of information and particulars for purpose of improving record-keeping to the (PSSS Fund). |
