In the contemporary competitive business world, patterning to the service provision and manufacturing sector. Efficiency and optimality in productivity is crucial in achieving profit maximization goals and Excellency in serving the clients. However, it is of important point of note that labor as a key production factor, is a strong determinant factor towards realization of the pre-determined production goals (Elias, 2009).The study therefore, aimed at examining the factors affecting employees’ work performance in public institutions using Ubungo Municipal council as a case study. This was basically to determine the extent to which the employees have views on the state of affairs in the implementation compliance in fulfilling aspects in demand of the identified factors that affect employees work performance. Methodology adopted by the study included utilization of a quantitative research approach. Whereby, a survey research method was adopted with the use of closed ended questionnaires as the research tools. In line with adoption of probability sampling techniques in selection of research participants to inform the study. Findings of the study revealed that an examination of the four (4) factors selected by the researcher as factors affecting employees’ work performance at work, were not satisfactorily rated by the respondents in the view of being in the positive side of implementation compliance. This was of the implication that, majority of the employees were of the view that, their employer did not sufficiently fulfill their duty bound obligations to making sure that their employees’ are benefiting fairly from different employment benefits categories that were put to test. Therefore, the study recommended that, there is a need of constructing polices and labor laws in the light of making restructuring on them in the way that, different political regimes will implement their political objectives and agendas but in a manner that will acknowledge the institutional administrative and managerial principles in relation to the fulfillment of the duty bound obligations of satisfying public servants employment benefits demands in a reliable and sustainable approach.
