The main purpose of the study was to assess the factors influencing the procurement
performance in public institutions in Tanzania, a case of GPSA. The study focused
on four specific objectives namely: examining the influence of annual
procurement planning in procurement performance, determining the influence of
financial resource on procurement performance, examining how procurement staff
competency influence public procurement performance and identifying the
influence of organization structure in procurement performance. The study used a
case study design. Data were collected through questionnaires, and documentary
reviews. The researcher employed purposive sampling technique in obtaining 131
respondents from the field. Descriptive analysis was used to analyze preliminary
data. Factor analysis was applied to test and measure scale of variables, and lastly n
simple regression analysis modal was used to measure the relationship among
variables. The findings obtained from the filled indicate that the organization
prepares the Annual procurement Plan in both short -term and long- term plans, the
funds that are allocated for the implementation are not sufficient also, some
challenges are encountered. The findings show that the organization is characterized
with qualified and skilled personnel who perform procurement activities.
Furthermore, the organizational structure influences procurement performance at
GPSA. However, reported high bureaucracy in procurement process is due to PPA
2011 and its regulations 2013. The study recommended that the government should
allocate sufficient fund in time when requested to facilitate procurement activities in
the organization. In addition, the initiated procurement policies should be customized
to relate to the nature of procurement. Lastly, the organization should facilitate
smooth compliance, efficient evaluation to obtain reliable supplier as well as provide
regular training to the organizational staffs to increase competency and to have
skilled staffs that would add value towards organizational procurement performance.
