dc.description Various studies were conducted in Tanzania trying to examine different factors which cause most of the projects ends up failing to achieve value for money, but the problem is still exist. This led the researcher to conduct this study so as to fill the knowledge gap. The general objective of this study was to assess the influence of APP in achieving value for money. The three specific objectives used in this study were centered to examine the influence and contribution of each objective on achieving value for money. The study was carried at National Social Security Fund (NSSF). The study was guided by two theories which are Resource Based Theory and Transactional Cost Theory. Purposive sampling and simple random sampling were used to select 167 respondents to be included in the study. Both Primary and Secondary data were collected using Interview, Questionnaire and Documentary review. The data collected were analyzed both quantitatively and qualitatively. Quantitative data were analyzed using Factor Analysis and Multiple Regression Analysis while the qualitative data were analyzed using Narrative Analysis. The findings from analysis indicate that preparation of APP, selection of procurement methods and Implementation of APP contributes significantly to achieving value for money as the study found both of the independent variables to have a sig. value of 0.000 which is lower than the level of significant of 0.05. Moreover, the study found that these objectives have positive contribution to the dependent variable Achieving value for money, whereby Preparation of APP has a positive contribution of .786, Selection of procurement methods has a positive contribution of .837, and Implementation of APP has a positive contribution of .486. This study has implications to different procurement practitioners as will help them to have a deeper understanding on the influence of APP in achieving value for money and suggested future studies to take into account factors which hinders achieving value for money and different challenges facing procurement practitioners when implementing annual procurement plan.
