The study examined the urban planning phenomenon towards service delivery in
Tanzania. Qualitative research approach was employed and utilized case study
design. A purposive sampling technique was used to draw a sample. Interview and
documentary review were used as data collection techniques. Data analysis was done
through thematic analysis. The study found that different types of social services
were delivered by Ilala Municipal Council such as health services, education service,
water services as well as solid waste management. It was also found that, the services
delivery in the municipal have impacts like; attraction of new migrants, traffic
congestion as well as better infrastructures planning. The research also concludes
that the government has to make all efforts to deal with poverty in rural areas since
the high increase of the migration from rural to urban areas is due to the lack of
economic opportunities. This will facilitate and enhance economic growth in rural
areas and in that regard will reduce unnecessary migration from rural to urban areas.
It is recommended that, it is far essential to have an included practice perspective and
to put in force the correct techniques of lengthy terms plans to enable lengthy lasting
cities advancement and urbanization. There is an increasing need to reconsider the
way housing facilities are provided to the growing urban dwellers as a strategy for
the country to achieve implementation of the international agreement under the
Sustainable Development Goal No. 11 for sustainable cities and communities. The
municipal should take into consideration the provision of affordble housing as this
will enable the community to change their mind and take over the houses constructed
for them instead of constructing their own houses in unplanned areas. For further
studies it is conluded that similar research can be carried out through the use of
different methodological approaches such as quantitative approach and different
tools for the purpose of having other reliable findings to be generalized in Tanzania
