The focus of the study was to identify prospects and challenges of the implementing free primary education Policy in Nkasi District Council, Rukwa in Tanzania. Recently, the government of Tanzania has committed itself to provide free education from primary to secondary school and hence the study seeks to understand the implementation that national policy on education. The objectives were: to identify the prospects of the implementing the FPE in Nkasi District Council; to identify the challenges of the implementing FPE in Nkasi District Council and; to suggest ways of improving of the implementing of the Policy for the future benefits in Tanzania. 90 samples were used in the study. The study deployed questionnaires, documentary review, interviews as data collection strategies. However, Simple and purposive sampling were engaged in selection of the study sample. The study respondents were: parents, head teachers, teachers, pupils and Government officers from the Council. Presentation of data was done through the use of graphs and tables.
The main findings of this research are that FPE is not sustainable to provide quality education. In both interviews and questionnaire most respondents are of the view that the future of the policy is not sustainable due to challenges in implementing of FPE which lead to poorquality of education and also respondents disagreed that the policy does not stand in the provision of education based on the equity and equality. However, in both interviews and questionnaire,96% (86/90) respondents are of the view that, the challenges of implementing the Policy in Nkasi District include shortage of infrastructures especially classrooms and desks, shortage of teachers and limited of teaching and learning resources. Also there is an insufficient and late of fund distribution to schools, community culture and the distance between residences of students and their schools. From the findings, the study suggests that, there are also need be a special strategy of the employment of teachers depending on the number overloaded classes, improving funds allocation in schools, improving working condition (teaching and learning environment). |
