This study assessed ethical conducts in Tanzanian’s public organizations using
experiences from CDC. Specifically, the study examined the changes in ethical
conducts among employees, identified the factors contributing to the changes of
employees’ ethical conduct, and determined the challenges in the implementation of
the measures of addressing unethical conduct. Qualitative and quantitative
approaches were used in collecting and analyzing data. The study involved one
hundred and thirty respondents both males and females in a slightly different
proportion. The study findings revealed improvements in ethical conduct among
employees, the indicators for improvements include punctuality among employees in
providing services to customers, empathy, and understanding customers’ queries.
Others include lack of corruption and bribery habits among employees and
employers, increased levels of loyalty and integrity. Factors, which influenced the
changes and improvement of ethical standards among employees, include
government measures, organization’s culture, technology and knowledge, in-service
training, freedom of expression, and promotions. Others include financial Incentives
and the use of rewards and punishment to employees. The study found further that,
the measures of strengthening ethics faced many challenges such as lack of a will to
implement the measures among some employees, the presence of various workers’
trade unions such as CWT, TALGWU, and TUGHE. These Unions sometimes play
an antagonistic role when the employer wants to take measure against misbehaving
public servants. Conflict of interest, technology, individual characteristics,
inadequate motivation and rewards schemes. The study concludes that ethics in
public organizations depend much on the political will of the existing regime of
fighting against corruption and other unethical conducts. In order to address
unethical conducts in CDC, the study recommends the following: the government
should invest in technological innovations in policy implementation, the CDC should
carry out education and awareness creation campaigns against corruption and other
unethical behaviours in the organization and establish effective rewarding and
motivation schemes to increase the morale of workers.
