A Dissertation Submitted in partial fulfillment of the Requirements for the Award of the Degree of Master in Public Administration (MPA) of Mzumbe UniversityThe study was conducted to assess the role of Vocational Skills in rehabilitation of Tanzania Prisoners. The study had three objectives namely: to determine whether the training is ideal, practical and appropriate for the community. To find out whether the training objectives fulfill the needs of individual prisoners and determine the training package if motivates prisoners in reforming after they leave prisons in a view to come up with strategies to improve Vocational Skills provided in prisons. The study adopted different methods to investigate the problem. An interview method was administered to Prisoners to find out experiences gained in Prisons education. Also, Questionnaires method was administered to teachers and experienced administrators in Prisons to investigate the problem. However, the study entirely focused on describing the role of vocational skills in rehabilitation of Tanzania Prisoners. The study comprised two Central Prisons such as Isanga at Dodoma and Ukonga Central Prisons at Dar es Salaam. The study also included some of the Prisons staffs and administrators at the Prisons headquarters in Dar es Salaam. The findings of the research revealed that Vocational Skills offered to prisoners as part of rehabilitation programs in prisons were poor due to cited reasons included inadequate funds allocated for prisoners training, inadequate teaching and learning facilities such as reference books and classrooms, unavailability of qualified staffs, insufficient time for learning in prison, lack of intervention among the administrators in prisons and inadequate psychological counseling provided among the prisoners before joining rehabilitation programs; this brought inefficiency to attain effective rehabilitation programs in Prisons.
