This research was conducted to assess the Procurement Management performance in
Ministry of Natural Resources and Tourism and see how procurement planning fits
into overall procurement process to meet organization needs and collective
responsibility among the management team towards achieving corporate goals with
due regards to value for money a case study of the Ministry of Natural Resources and
Tourism Headquarters.
The main objective of this research was, to assess Procurement Planning as
managerial tool governing procurement activities in Public sector. The study used
interview, questionnaire, and documentary sources in collecting data.
The study discovered that, a good number of staff from the MNRT, have skills and
knowledge regarding the Annual Procurement Plan APP, this is more observed
among staff working in the PMU, staff from other departments are ignorant of the
APP as once the document is prepared is not communicated to them.
The study further found that there are regulations stipulated in the Procurement Act
that guides the preparation and the implementation of the APP, these regulations are
stipulated in the PPA 2011 and its regulations of 2013.
Challenges that affect the preparation and implementation of the APP includes, late
release of fund, political interference, long procurement planning process, lack of
APP review and incompetent staff.
The researcher recommends that MNRT should put its effort to capacitate the
employees to be aware of each new thing and improve their performance for the
benefit of the organization development and the public as a whole. |
