A Dissertation Submitted in Partial Fulfillment of the Requirements for the Award of
the Degree of Masters of Science in Procurement and Supply Chain Management
(PSCM) of Mzumbe University.
This study aimed to assess the challenges facing Registrar of Political Parties in
implementation of PPA No 21 of 2004. The researcher tried to answer the following
research questions; how does the Registrar of Political Parties procure goods with
reference to the public procurement Act 2004; Is the PPA No 21 of 2004
implemented?, Why RPP does not adhere to the PPA No 21 of 2004?
The study was conducted at Registrar of Political Parties office in Dar es Salaam.
The researcher used interview, distributed questionnaires to collect the primary data,
and analyzed the available secondary data. Data collected by the researcher were
both qualitative and quantitative. The study adopted purposive sampling procedures
as it intended to get opinions from User department, PMU, Finance department, ICT
department, and Tender Board members and Audit department. The researcher
generally found that there were a number of challenges facing the Registrar of
political parties in implementation of the Act 2004. The challenges were; influence in
the Procurement Process, interference by top management due to conflict of interest,
lack of Training on Public Procurement Act, lack of accommodation of the
requirements of the law by the organization structure, uncertainty in the availability
of funds which affects the planning of the procurements and lack of cooperation from
the user departments.
Basing on the observations of the study, the researcher recommends the following:The
management
of
the
Registrar
of
Political
Parties
should take procurement as the
priority area and ensure all procurements under their entity are compliant to the
requirements of the Act. The government should take disciplinary measures to the
managers who are reluctant in enforcing implementation of the law. The PPRA the
regulatory authority, is advised to assess that PEs whose structures are not
accommodating the requirements of the PPA, 2004 and forward recommendations to
the lawmakers. PPRA in collaboration with RPP has to ensure vigorous efforts are
taken to train procurement experts in the requirement of the procurement laws and
increase their exposures on such requirements.
