The study intended to assess the Implementation of the Procurement Plan in
Government Institutions, a case of the National Electoral Commission (NEC).
Primary data were collected through observation, interview and questionnaires to
staff and management of the said institution. Secondary data for this study was
obtained from documentary review.
Since the study employed a case approach, all the required data was collected from
NEC. It involved such departments as procurement, legal, audit, ICT, finance and
administration/management. Both primary and secondary data were collected. The
results were presented using frequency distribution tables and graphs.
The results from the analysis revealed that implementation of the procurement plan
in the NEC is possible, considering the prevailing circumstance that most of
requirements are in place. However, implementation of the same is staggered due to
some of issues, poor support of top management, particularly availing funds to carry
out this process being one of the major factors.
It was then concluded that procurement plans are prepared, yet success of planning
only comes when implementation is given a priority.
It has been recommended that there is a need for top management to improve or
inject more funds and put policies in application to add value to planning for
procurement in the NEC. |
