The overall objective of this study is to assess the impacts of Competition on the
public procurement, taking Tanzania Electric Supply Company Limited (TANESCO)
as a case study. This study was conducted at TANESCO headquarter-Dar es Salaam
year 2013. In this regard, data was collected from the staffs and the sample size was
62 of which 8% are administrative staffs 19%are the Managers and 73% are the
operational staffs.
The study has observed that, the competition in procurement is bringing the desired
effects as the result of using Government fund. Despite of the noted minor
deviations, still TANESCO adhere the principle of competition in his procurement
process as the main tool for value for money. The bottleneck to achievement of
competition results to the procurement is aroused by the lack of knowledge to some
of supplies staff and the interference by the superiors as pointed out by most of
respondents and revealed in stakeholders report. Therefore organs dealing with
procurement should arrange for training and capacity building to all those who deals
with procurement, and procurement as a professional should be free in dealing with
procurement as a process.
On other hand, researcher recommends that, there is a need for changes in several
clauses which by one way or another hinders effectiveness of whole procurement
process. Major drawbacks in the whole procurement process are time limits to
various stages as pointed in the Act and regulation. This should be looked taking in
mind that this era of computer innovation communication is simplified and several
activities can be conducted within very short period.
