dc.description This study investigates the consequences of inadequate specification of goods and services in public sector particularly at ministry of defence and national service. The study aim to find out the consequences of inadequate specification in procurement of goods and services in public sector particularly at ministry of defence and national service, specifically aimed to find out the extent of product quality specifications at MODNS, to examine the specification process and determine the relationship between the user departments and procurement department in preparation of specifications. Survey methodology employed with sample size of 20 employees who were interviewed using structured questionnaire. Data was analyzed quantitatively by using Statistical Package for Social Sciences (SPSS) software in which case frequency analysis and statistics percentages. Findings indicated that majority of the respondents agrees that technical specification has impact on public procurement as technical specification help on risks Controlled to ensure product/service is delivered as required and obtain Value for Money. The finding also revealed that knowledge on quality specification on public procurement adds value for money in procurement of goods and services, consultancy, non-consultancy and work as it assists accurate and complete specification and the right time for specification preparation. Based on the results the study recommends the management at Ministry of Defence and National Service should insist quality technical specification. For any procuring entity in an organization and user department should work in collaboration with technical department and procurement unit to ensure quality specification on procurement for goods, works, consultancy and non-consultancy services
